RJR's Engineering Construction Quality Assurance (CQA) program encompasses the complete package of field observation, field testing, material testing and formal documentation activities for the construction and installation of waste containment systems, gas systems and final cover projects. Field staff are highly trained and experienced in landfill construction. Each project includes a certifying engineer, a registered engineer in the State of the work, who has the overall responsibility that the work meets all site permit and other regulatory requirements. The final documentation report is the culmination of the construction project. This report, signed and sealed by the certifying engineer, documents all aspects of the project and is submitted to the State regulatory agency for approval.
